Şəmsəddin Balapour 20 fevral 1981-ci ildə İran İslam Respublikasında Şərqi Azərbycan Vilayətində Parsabad rayonunda dünyaya göz açmış, ibtidai və orta məktəbi Parsabad Rayonun Aslanduz qəsəbəsində bitirmişdir. Məktəbdə fars dilində təhsil alaraq və orta məktəbdə ingilis və ərəb dillərində də təhsil alıb. 2002-ci ildə test üsülü ilə Mazandaran Dövlət Universitetinin Təbii Sərvətlər fakültəsinə daxil olmuş, 2006-cı ildə həmin universitetin meşə mühəndisliyi ixtisasının bakolavr pilləsini bitirərək, test üsulu ilə həmin universitetin həmin fakültəsi üzrə magistratura pilləsində təhsilini davam etmişdir. Magistr mövzusu "İqlim dəyişikliklərinin Fagus orientalis və Quercus castanifolia bitkilərinin illik artımına təsiri" olub.
2010-cu ildən Kaspian Ekosistemlər Tədqiqat İnstitutunda elmi işçi kimi işə başlayıb. 2011-ci ildən Əllamə Mühəddisi Nuri ali təhsil mərkəzində ekologiya ixtisasından dərs keçir.
Hal-hazırda Azərbaycanda Dendrologiya İnstitutunda "Dendraxronologiya" laboratoriyasında elmi işçi vəzifəsində çalışır.
